PORT ARTHUR, Texas — Police in Port Arthur are seeking the public’s help in finding a man they believe struck and killed a Port Arthur man on a bicycle last week.
Police are looking for Charles Nicholas Lock, 32, of as a “person of interest” in the death of Jamica Thibo in the early morning hours of Wednesday, October 9, 2019 according to a news release.
Police say in the release that they believe he was driving the white Dodge pickup that struck and killed Thibo in the 3000 block of Savannah Avenue before leaving the scene.
They also noted that he did not attempt to help Thibo before fleeing.
Lock, who is described as a 5’11” tall, black man weighing about 180 pounds, is also wanted on an outstanding warrant for violating his probation by being a felon in possession of a firearm the release said.
The U.S. Marshals are also helping in the search for Lock on the probation according to the release.
Port Arthur Police ask that anyone with information on Lock’s whereabouts call Detective Thomas at 409-983-8639 or Crime Stoppers.

Charles Nicholas Lock, D.O.B. 8/27/1987 5’11 BLK /M 180 lbs. Lock has an outstanding warrant for violation of probation (Felon in Possession of Firearm).
He is also a person of interest in the Fatality Auto Pedestrian accident on 10/9/2019. While operating a white Dodge pick-up, Investigators believe Lock struck and killed Jamica Thibo in the 3000 BLK of Savannah Ave.
Lock would then leave the scene without rendering aide.
The U.S. Marshalls are assisting PAPD in the effort to take Charles Lock into custody for this outstanding warrant.
