12News has confirmed the identity of a teacher who the Texas Education Agency blames for a "serious testing irregularity" that took place at Central High School last year during TAKS testing.
Sources tell us she is Vivian Poullard, who was a substitute math teacher at Central.
BISD superintendent, Dr. Timothy Chargois, who has not named the sub involved in the scandal, says she's no longer with the district. He has not confirmed if she left on her own accord, or if she was terminated.
Sources tell us BISD hired Poullard in 2005 as a math teacher at Central High, but in 2008, she was made a full-time substitute, and we're told the reason was lack of state certification.
Former Central High English teacher, Yvette Griffith, reported to TEA witnessing Poullard showing students how to use the calculator to solve problems on the TAKS, writing in students' test booklets and providing students answers.
The TEA confirmed that Poullard helped at least one student with the state test.
We checked with the State Board for Educator Certification, and records show Poullard's certificate to teach math at the high school level had expired in 2008.
TEA spokeswoman DeEtta Culbertson issued this statement to 12News, "A substitute teacher may administer a test - if they are not certified then they have to be supervised by a certified educator. All test administrators must sign the confidentiality and security oaths."
As for the investigation into BISD, Culbertson told us, "We have not scheduled the onsite visit yet. We are still in the process of gathering information. The investigation is in process."
