Ward 4 Groves council race to be decided in December runoff election

GROVES, Texas — A Groves council member has lost her seat but her successor will not be determined until a runoff election next month.

Challengers Rae Shauna Gay and Kyle Hollier will be facing off in a runoff on December 14, 2024, to determine who succeeds incumbent Rhonda Dugas as the Groves Ward Four council member.

Gay and Hollier were 363 votes apart after the vote was counted Tuesday night. 

Gay received 1,940 votes, or 41.37% of the votes in the general election while Hollier received 1,577 votes, or 33.63% of the vote. Dugas received 1,172 votes or 24.99% of the vote.

In a majority election, if there are more than two candidates running for one office then the winning candidate must receive more than 50% of the vote.

If one of those candidates does not get more than 50% of the vote then the race must be decided in a runoff election.

Gay, a small business owner, told 12News during the campaign that she believes the city could use fresh faces.

"I am bringing some fresh ideas to the city, and I feel like there needs to be some change here," Gay said during the campaign.

12News reached out to Hollier, a photographer, several times during the campaign but he did not speak to us.

Dugas recently came under fire over comments she made during a heated Groves Economic Development Corporation meeting.

The Groves city council eventually voted to remove her from the EDC.
