Port Arthur City Manager, Brian McDougal will resign on November 21st.
McDougal says his resignation was a mutual decision with Port Arthur city council members.
"City council had concerns, I had concerns, so we came together and had a business-like meeting of the minds and this is the result," McDougal said.
Some Port Arthur residents criticized council member Harold Doucet after he and all other council members approved his resignation.
“We talked with the manager, and that's between the manager and council. If council members choose to tell the public, that's fine," Doucet said.
"As far as I'm concerned, I had concerns. I dealt with them the way we do, in an executive session that's closed,” Doucet said.
Doucet would not explain his reasons for accepting McDougal’s resignation or why he requested for the item to be discussed in closed session.
McDougal is hopeful that the city will continue the work he leaves behind.
"Truly, Port Arthur has some very bright future to it and I wish Port Arthur well and I will help in any way that I can to fulfill that," McDougal said.
Assistant city manager Jimmie Johnson will serve as interim city manager.
McDougal says he does not have any future plans for work at this time.
McDougal has served as city manager since January 2015, overseeing 650 employees and an annual budget of more than $141 million.
City council members met in executive session over two hours, Monday evening.
All council members present approved of the resignation. Council member Osman Swati was absent for Monday's meeting
