Grand jury clears former Beaumont officer following deadly shooting of retired Port Arthur firefighter

District Attorney Keith Giblin told 12News the prosecution presented all possible charges to the grand jury including manslaughter and criminally negligent homicide.

PORT ARTHUR, Texas — A former Beaumont Police officer will not face charges after he shot and killed a retired Port Arthur firefighter.

The deadly shooting took place on November 17, 2022. Port Arthur Police responded to the 800 block of Tom Drive after receiving a call about the shooting around 1 p.m.

The area is not far from Ridgewood Drive and Twin City Highway.

Responding officers found retired Port Arthur firefighter Charles R. Quisenberry, who had been shot, lying in the road. Quisenberry was taken to the Medical Center of Southeast Texas where he later died.

The man who shot and killed Quisenberry is a former Beaumont Police officer. 

District Attorney Keith Giblin told 12News prosecutors presented all possible charges to the grand jury, including manslaughter and criminally negligent homicide. The grand jury decided to "no bill" the former officer. 

This means the officer will not face criminal charges. 12News will not be releasing the officer's name since he has been cleared of all charges. 

The shooting followed an argument between the two men. Police said the men were not neighbors.
