Drainage District 6 processing applications for general manager position after Imelda controversy

Thad Heartfield, the attorney for DD6, squashed a rumor circulating that former Beaumont mayor David Moore would be hired for the job

BEAUMONT, Texas — Former Jefferson County Drainage District 6 general manager Richard LeBlanc's retirement is effective on Thursday, but some misinformation is already circulating online about who his replacement may be.

Thad Heartfield, the attorney for drainage district six, squashed a rumor circulating that former Beaumont mayor David Moore would be hired to take over as general manager.

Heartfield says they're currently processing applications and Moore isn't one of them.

He served time in federal prison after being convicted of bribery and other felonies in 2002.

12News requested the current list of applicants for the DD6 GM position.

So far, 38 people have applied and Moore's name is not on the list.

The former general manager, Richard Leblanc decided to retire amid controversy following Imelda.

Our news partners at the Beaumont Enterprise took photos of DD6 crews cleaning up at other DD6 employees' homes.

Leblanc previously told 12News, "I was trying to help people, I hope that we can clear up this where it's legal for us to do it and there's not any questions about it and I'd love to help people throughout the community."

Leblanc later apologized and reimbursed the drainage district for expenses.

According to DD6's website, they're looking for someone with a long list of qualifications, including significant experience with budgets and grants. Potential managers will also need a strong knowledge of flood control.

Any offer of employment will be "contingent upon clearing the District's standard intake process, according to Heartfield. Think includes a physical, drug screen, background check, finger printing and driver's record. The district uses various state and local agencies, as well as private vendors to perform the evaluations, according to Heartfield. The district hopes to fill the position as soon as possible, and no later than January 2020.
