PORT ARTHUR, Texas — A 26-year-old Louisiana man has been arrested for the July 2023 shooting death of a man at Port Arthur apartment complex.
Devon Clifton Thomas, 26, of Farmerville, La., was arrested on Wednesday, September 25, 2024, in connection with the July 2023 shooting death of Donyel Delmar, 45.

Thomas, who was indicted in July 2024, is the second man to be charged in the murder of Delmar, who was fatally shot at the Prince Hall Apartments in Port Arthur the night of July 8, 2023, according to file stories.
Nearly a week after the murder, Kentrell A Gabriel was arrested in New Iberia, Louisiana, by U.S. Marshals, according to file stories.
Officers were sent to the apartment complex on West 14th St at about 11 p.m. on July 8, 2023, for a reported shooting according to a file story.
A disturbance led to the shooting but Gabriel had left before police arrived.
