12News has learned that the Beaumont Independent School District superintendent has received notice from the Texas Education Agency of an upcoming on-site visit.
Notice was given October 10 that the TEA plans to conduct an on-site visit on October 28 through November 1.
LETTER FROM TEA TO BISD:
Dear Dr. Chargois:
The purpose of this letter is to provide written notification to the Beaumont Independent School
District of an on-site visit from the Texas Education Agency that will occur October 28-
November 1, 2013. Selection of local education agencies (LEAs) for on-site program
effectiveness reviews is based on a review of Performance-Based Monitoring Analysis System
(PBMAS) results, residential facility (RF) tracker data analysis, and longitudinal student
performance and program effectiveness data. On-site monitoring is designed to examine the
origins of continuing low performance and program effectiveness concerns, and identify
systemic concerns that may be impacting student performance.
The Beaumont ISD was selected for an on-site review due to the identification of substantial,
imminent, or ongoing risks across programs, as reflected in current and/or longitudinal LEA
data. For 2013-2014, the Beaumont ISD is staged for interventions at a stage 2 for special
education and stage 4 for RF monitoring.
Additionally, while conducting the review, the team will investigate allegations received in
complaints from parents and staff. The investigation will center on the Minnie Rogers Juvenile
Justice Alternative Program. As part of its ongoing investigation, members of the special
investigation team will also conduct investigative activities pertaining to the matters outlined in
the June 14, 2013 notice.
The TEA on-site team will conduct interviews and focus group discussions with LEA staff
and stakeholders, review records, conduct additional field work regarding the development
and implementation of the improvement and corrective action plans associated with these
interventions, and will review data related to plan implementation. The LEA may be required to
submit additional information to assist in preparation for the on-site activities.
The on-site team will arrive on Tuesday, October 29, 2013, at 8:30 a.m. and will depart on
Friday, November 1, 2013, at 2:00 p.m. The On-site Investigations Procedures Manual, which is
